The War on Drugs is failing, miserably. In a free state such as our own, completely eliminating the drug problem and creating
a drug-free society is quite impossible. Harm reduction is a system of drug control that strives to limit the negative affects
of illegal drug use as well as the negative affects of drug prohibition. Harm reduction policies achieve this goal by focusing
on more specific societal issues including death, disease and injury, rather than exclusively drug usage.
